France, Italy present united front before crisis (AP)

PARIS ? Italy and France sought to present a united front Friday as grim economic news threatened to push Europe back into recession and exacerbate a spiraling debt crisis.

European leaders are scrambling again to stem the march of the crisis, which pushed the euro to a 16-month low against the U.S. dollar on Friday, drove Italy's borrowing rates to unsustainable levels and is threatening France's prized AAA credit rating.

With the debt jitters regarding core economies, economic indicators show that even powerhouse Germany hasn't been spared. Economic sentiment and retail sales are falling across the region, according to new data released Friday, while unemployment in the 17-nation eurozone is stuck at 10.3 percent.

For already struggling countries like Hungary, which is not in the eurozone, a weaker regional economy is spelling disaster. The credit rating of the country, which has requested help from the European Union and the International Monetary Fund, was downgraded to junk status on Friday.

European governments are trying to regain investors' confidence in their public finances, but doing so will be all the more difficult as their economies slow down or contract. There are also signs of splintering in their pledges to forge closer fiscal ties to calm markets.

So French President Nicolas Sarkozy and Italian Prime Minister Mario Monti stepped up Friday to reassure investors, vowing they saw eye-to-eye on how to resolve the crisis and promising coordinated action.

"Italy and France share a perfectly identical view on the future of Europe and the way to solve the crisis of confidence," Sarkozy told reporters after their meeting.

Monti, meanwhile, urged other countries to fulfill the promises they've made.

"In a situation so delicate for the EU and the eurozone, we agree ... that each member state has to do what's necessary in terms of budget cutting and reform," Monti said. "It is essential that all the member states work together on the same level."

Monti became prime minister late last year after worries that Italy couldn't pay off its debts pushed its yield past 7 percent ? a level that eventually forced other countries to seek bailouts.

His technocratic government was meant to carry out stringent austerity measures aimed at reassuring investors and hopefully bringing Italy back from the brink. Europe cannot afford to rescue Italy as it has smaller economies.

While Monti was initially greeted with relief, the pressure is rising again. The yield on Italy's 10-year bond rose above 7 percent again Friday, adding urgency to Monti's drive to pass the promised austerity measures.

In a sign of the increasing focus on Italy's problems, Sarkozy said he and German Chancellor Angela Merkel ? who as leaders of the biggest economies in the eurozone have led much of the crisis response ? would travel to Rome on Jan. 20 to prepare for eurozone meetings at the end of the month.

First comes a meeting in Berlin on Monday between Sarkozy and Merkel. On the agenda are talks about a tax on financial transactions sought by Sarkozy. Merkel also supports the idea, but wants it implemented at the European level.

On Friday Sarkozy said France would forge ahead with the tax even without support from its European partners. "We won't wait until everyone is in agreement to put it in place," Sarkozy said, "We'll put it into effect because we believe in it."

Stocks and bonds mostly fell on Friday, while the euro dropped as low as $1.2681, its weakest since early September 2010.

France, whose bond yields have also been rising steadily, though less dramatically than Italy's, faces the loss of its prized AAA credit rating. Any downgrade would have far-reaching consequences for Europe since Paris' credit rating is one of the bedrocks of the continent's bailout system.

At a recent summit aimed at ending the crisis, European leaders pledged to hand sweeping powers over to Brussels, giving bureaucrats the power to send back irresponsible national budgets for revision. The routine violation in the past of European rules on overspending is partially responsible for over-indebtedness.

Analysts have warned that the proposals don't go far enough, and divisions over them have already begun to crop up.

Poland's finance minister said Friday that such plans for closer ties among the countries that use the euro need democratic legitimacy before they can be put in place.

In the interest of calming financial markets ? which can't wait for the kind of messy parliamentary votes and national referendums that have dogged the EU in the past ? leaders pledged to sign up to tighter integration at the summit. But many question whether such sweeping powers can be handed over without some kind of consultation with European citizens.

Finance Minister Jacek Rostowski told a conference in Paris that tighter eurozone integration is necessary, but that before vast powers are handed over to the EU executive, European citizens must have a say.

"For something that far reaching as far as national sovereignty to be accepted then there would have to be some form of deep democratic legitimization," he said. "That would either require a co-decision with European Parliament or a majority of national parliaments or something like that."

Although the crisis has focused largely on the eurozone countries, financial turmoil was also growing on its fringes, in Hungary.

Market confidence in the country is fading quickly, as evident in a bond auction in which investors this week demanded 10 percent to lend it 12-month money. On Friday, Fitch Ratings downgraded Hungary's credit grade to junk status, as Moody's and S&P had already done.

The country has said it is open to negotiating a standby loan from the EU and IMF, but doubts remain about some of the government's policies. The uncertainty has sent the Hungarian currency, the forint, to all-time lows this week.

Mother says LA arson suspect is mentally ill

LOS ANGELES -- The mother of a German man accused in a slew of arson attacks that terrorized the Hollywood area appeared in court Tuesday to answer to legal troubles of her own, including accusations that she skipped out on paying for a 2004 breast-augmentation surgery in her native country.

Dorothee Burkhart, the mother of Harry Burkhart, was arrested last week and on Tuesday?had a brief extradition hearing?in federal court related to a criminal warrant issued against her by the German government. The diminutive and heavy-set woman sat down and proceeded to ask about her son.

"Where is my son?" she asked. "He should come to the court, where is my son?"

When U.S. Magistrate Judge Margaret Nagle opened the hearing, Dorothee Burkhart said?she didn't want to be handcuffed. The judge granted her request.

Her second question was again about her son.

"What did you do to my son?"

The judge responded, "We are not here to do anything or talk about your son."

Burkhart said, "My son has disappeared. Maybe the Nazis know about my address and took him. He is mentally ill."

The judge brushed off her question before granting a continuance of the hearing to Friday.

Dorothee Burkhart?was arrested?Wednesday on fraud charges from?her native Germany. At her initial hearing a day later, her son?exploded in an expletive-laced rant against the United States.

The next day, police say, the 24-year-old began a nighttime rampage of arson attacks.

Authorities have yet to disclose why they believe that the pony-tailed Hollywood resident set the fires, but his mother's legal trouble provides one glimpse into the turmoil in his life.

Court documents unsealed Tuesday said Dorothee Burkhart, who is in her 50s, was charged with 19 counts of fraud in Frankfurt, including failing to pay for a 2004 breast-augmentation surgery and pilfering security deposits from renters.

Harry Burkhart was being held without bail after being arrested in the arson case Monday.

Outside his Hollywood apartment, some neighbors described him as a loner who loitered around the busy commercial strip at night and could be heard arguing with his mother.

But Shlomo Elady, a hair stylist who regularly trimmed Burkhart's long hair, recalled someone who spoke three languages, dreamed of visiting Jerusalem and cared for a sickly mother who had trouble walking. Elady said the Burkharts lived above his?Sunset Boulevard shop.?

Elady said he was stunned that?Harry Burkhart is suspected of torching vehicles, some just steps from his home. The fires caused an estimated $3 million in damage.

"He loved his mom, the way every son loves his mom," Elady said. "He's not a creepy guy."

Burkhart was taken into custody after authorities received a tip from federal officials who recognized him in a security video that showed a pony-tailed man emerging from a garage where a car was set ablaze.

"When they saw the security footage, they recognized him and they contacted the arson task force," a State Department official told The Associated Press, speaking on condition of anonymity because the investigations are ongoing.

The official didn't know the mother's status or what type of visas the pair used to enter the country. As German citizens, they would be eligible to come to the U.S. without a visa for 90 days under the Visa Waiver Program.

A federal law enforcement official, speaking on condition of anonymity, said Harry Burkhart was present when his mother was arrested Dec. 28 on a provisional?warrant.

Provisional arrest warrants are normally issued when there are criminal charges pending overseas against someone. Ordinarily, U.S. authorities then obtain an arrest warrant through the State Department and the Justice Department.

At his mother's Thursday court hearing, Harry Burkhart launched into an obscenity-laden tirade, saying "(Expletive) the United States!" said Thom Mrozek, spokesman at the U.S. Attorney's Office in Los Angeles.

Mrozek said Burkhart was detained and later escorted out of the courthouse. He said Burkhart did not make any specific threats against anyone or property at his mother's court hearing.

Galina Illarionova, who lives in the same apartment complex as the suspect, said through a Russian translator that an agitated Burkhart visited her Sunday and said his mother was having some kind of legal problems.

He told her his mother was in trouble with authorities and wanted Illarionova to attend a legal hearing with him, but he later said he didn't need her help.

A domain name for a website offering appointment-only sensual massage is registered to Dorothee Burkhart. Her name is not mentioned on the website, which states the service is not prostitution.

The series of fires appeared to have stopped with Burkhart's arrest. The onslaught?kept residents anxious over the holiday weekend in some of the most densely populated areas of the city.

One of Saturday's fires occurred at the Hollywood and Highland entertainment complex, a popular tourist destination bordered by the Walk of Fame in a neighborhood that includes Grauman's Chinese Theatre.

Damaged buildings included a former home of Doors singer Jim Morrison.

No serious injuries were reported.

Chinese companies battle over Internet video

BEIJING (AP) ? China's two biggest video websites are fighting a court battle over accusations they are misusing each other's programming as rivalry heats up in an industry that is luring viewers away from bland state TV.

The conflict between Youku.com Inc. and Tudou Inc. is part of a struggle for dominance in an online market with nearly 400 million viewers and dozens of privately owned outlets that might represent the future of China's video watching and a lucrative advertising stream.

"Everybody is shooting for that golden demographic ? the young people who are just out of school, have a lot of disposable income and that watch online video instead of television," said David Wolf, a marketing consultant in Beijing.

China's video websites started out imitating Youtube, relying on users to upload cat videos and other free material. But to lock in affluent viewers, the most ambitious started to imitate TV stations, paying to import foreign programs or create their own.

Still more viewers might be driven to video websites by a new government campaign to clean up China's airwaves and promote "socialist core values."

Rules that took effect Sunday strike at a hugely popular market segment for China's ambitious local broadcasters by slashing the number of reality, talent and dating shows they can show on satellite channels. State media say the number of prime time entertainment shows plunged from 126 in December to just 38 this week.

That hurts local stations just as rising revenues allow online rivals to produce even more content, highlighted by the court fight between Youku and Tudou.

In a Dec. 16 lawsuit, Youku accused Tudou of stealing 60 of its programs including serials called "The Emperor's Harem," ''Hip-Hop Office Quartet" and "Miss Puff."

Tudou says it has filed suit in Shanghai and Beijing accusing Youku of showing a Taiwanese series, "Kangxi Has Come," after Tudou obtained rights to it. The company claims Youku showed Japanese cartoons without the owner's permission.

The companies, both of which have shares traded on U.S. exchanges, accuse each other of trying to use legal claims to gain a competitive edge.

"Youku think they can live on free traffic without paying for the content," said Tudou CEO Gary Wang in a statement, "and they are trying to hide the fact that they are actually not as competitive as they pretend to be."

Both companies reject the accusations in the lawsuits.

"Tudou is playing games," said a Youku spokeswoman, Jean Shao.

Beijing has allowed such private companies to flourish with fewer of the controls imposed on China's entirely state-owned newspapers, TV and radio, possibly to avoid stifling what its leaders see as a promising high-tech industry.

Their surging popularity threatens to erode viewership for state TV, which Beijing sees as a tool to mold public opinion. That raises the threat communist leaders might tighten controls to protect their media presence.

Tighter regulation might "threaten private online video sites' very existence, and put investors at risk," said CMM Intelligence, a media consulting firm in Beijing, in a March report.

Chinese video websites make money from advertising and also have pay-per-view and other premium services. But while viewership and revenue are soaring, companies are losing money as costs for programs, marketing and Internet bandwidth rise.

The number of Chinese who watch online video jumped from 284 million in 2010 to 394 million in 2011, according to CMM Intelligence. It said the total might pass 445 million by the end of 2012.

Total industry revenue rose 139 percent over a year ago in the three months ending in September to 1.5 billion yuan ($238 million), according to Analysys International, a research firm. Youku had 25.6 percent of the market and Tudou 14.5 percent. Sohu Video, part of Internet portal Sohu Corp., was close behind at 13.3 percent.

Youku, founded in 2006, says it gets 200 million visitors a month. It reported quarterly revenues surged 129 percent over a year earlier but it still reported a 47.5 million yuan ($7.4 million) loss. Tudou, which says it has 90 million registered users, lost 55.6 million yuan ($8.7 million) despite a 52 percent jump in revenue.

Other outlets include Ku6.com, with shares traded in United States, and LeTV, listed on the Shanghai stock market.

Youku has a venture with state-owned China Telecom Ltd. to distribute video on mobile phones and announced a deal in August to show DreamWorks Animation SKG, Inc.'s "Kung Fu Panda" movies on its premium service. Tudou said in November it will show TV Tokyo Corp.'s animated series online one hour after they air in Japan.

Online video also gives foreign broadcasters access to China, where they are barred from most cable systems. Viacom Inc.'s MTV Networks, the Discovery Channel and others have struck deals with partners such as search engine Baidu Inc. to distribute programs.

Managers of China Central Television and local state-owned broadcasters have tried to become more commercial. But the government bars foreign programs from prime time and any material deemed racy or vulgar, leading to a schedule heavy with family-friendly but dull historical sagas and variety shows.

Video websites, with looser controls, show dramas and comedies from the United States, Taiwan and Europe and their own programs. Viewers can download shows to watch on mobile phones during their morning subway ride.

Neither the government nor private researchers have reported on how many online viewers might have abandoned state TV outright.

"We all know it's taking place but nobody wants to go out and publicize the data," said Wolf, chairman of Wolf Group Asia. "The online video guys are terrified that if there are statistics that show the 'golden demographic' dropping TV to watch online video, then the government is going to come after them."
