GLOBAL consulting giant Accenture plans to add 100 highly-skilled technology jobs to its Irish workforce over the next 12 months.

The company will target graduates and experienced specialists in areas such as Java, SAP, cloud computing, mobility and workplace collaboration technologies to fill the planed posts.

Accenture said the new technology jobs are in addition to positions created in the Accenture Analytics Innovation Centre, which opened in Dublin last year and which continues to recruit.

Accenture Ireland managing director Mark Ryan said: "As technology increasingly underpins successful operations and supports high performance, clients look to Accenture to assist them with new operating models, while delivering technologies and processes to reduce costs, increase efficiencies and support growth."

Mr Ryan said the company offers "unparalleled opportunities in an environment that supports the professional growth of our employees and allows them to work on leading edge business and technology issues facing our clients".

"For these new positions, we are seeking highly motivated and talented individuals, passionate about and skilled in technology," he added.

In Ireland, Accenture provides management consultancy, technology services and outsourcing to private and public sector clients including Microsoft, Kerry Group and the Revenue Commissioners.

Exclusive: Head of China's CIC tipped as next finance minister (Reuters)

BEIJING (Reuters) ? The head of China's $410 billion sovereign wealth fund is the front-runner to become the country's next finance minister, two independent sources said told Reuters, another move in the country's broad leadership reshuffle that will culminate in 2013.

Lou Jiwei, 61, currently chairman of China Investment Corp (CIC), is tipped to replace Xie Xuren as finance minister, said the sources, who requested anonymity to avoid political repercussions.

"Lou will step down (as CIC chairman). He will go to the Finance Ministry," one source with ties to China's top leadership told Reuters. This was confirmed by a second source close to the ministry.

The change would come as part of the Communist Party's leadership transition that will see President Hu Jintao and Premier Wen Jiabao hand over power to a younger generation.

In October, China appointed new bosses for its top banking, securities and insurance regulators.

If elevated, Lou will lead a Finance Ministry that has been at the forefront of China's efforts to tackle the 10.7 trillion yuan ($1.7 trillion) of debt that local governments piled up as a result of China's stimulus program during the global financial crisis.

CIC declined to comment when reached by telephone, and the ministry was not immediately available for comment.

TIMING UNCERTAIN

The timing for Lou to move into the finance minster's job was unknown, but it could be as early as October, when Xie reaches the mandatory retirement age of 65 for cabinet ministers or in March 2013 when the State Council, China's cabinet, undergoes a shake-up.

Last year, Lou wrote an article for the reform-minded journal Comparative Studies, laying out his views of the pressing financial and economic changes needed in China.

They included reform of personal income taxes, the fiscal relationship between the central and local governments, and capital account convertibility for the tightly controlled yuan currency.

CIC President Gao Xiqing, 58, a Duke University-trained lawyer, is likely to succeed Lou as chairman, barring any last-minute change, said a senior financial industry source who also asked not to be identified.

Lou initially had been tipped to head a new ministerial-level body that would manage the country's state-owned banks and non-bank financial enterprises, including brokerages, insurers, trust firms and funds.

Century Weekly, a magazine published by Caixin media, said last December that the proposal to create a financial State-owned Assets Supervision and Administration Commission, or SASAC, has been shelved.

A computer programmer turned economist, Lou was a vice finance minister before being promoted to manage the sovereign wealth fund.

He has not worked in the central bank but, according to official biographies, the avid golfer has co-authored several books and papers on economic reform with central bank governor Zhou Xiaochuan.

Born on Dec 24, 1950, Lou's schooling was cut short by the 1966-76 Cultural Revolution when he was a teenager. After five years in the army, when he taught himself mathematics, he went to work in 1973 as a computer programmer at a big Beijing steelworks.

He won a place at the prestigious Tsinghua University, where he majored in computing, and then took a master's degree in economics from the Chinese Academy of Social Sciences, a top government think-tank.

NASA's Fermi Space Telescope explores new energy extremes

After more than three years in space, NASA's Fermi Gamma-ray Space Telescope is extending its view of the high-energy sky into a largely unexplored electromagnetic range. Today, the Fermi team announced its first census of energy sources in this new realm.

Fermi's Large Area Telescope (LAT) scans the entire sky every three hours, continually deepening its portrait of the sky in gamma rays, the most energetic form of light. While the energy of visible light falls between about 2 and 3 electron volts, the LAT detects gamma rays with energies ranging from 20 million to more than 300 billion electron volts (GeV).

At higher energies, gamma rays are rare. Above 10 GeV, even Fermi's LAT detects only one gamma ray every four months.

"Before Fermi, we knew of only four discrete sources above 10 GeV, all of them pulsars," said David Thompson, an astrophysicist at NASA's Goddard Space Flight Center in Greenbelt, Md. "With the LAT, we've found hundreds, and we're showing for the first time just how diverse the sky is at these high energies."

Any object producing gamma rays at these energies is undergoing extraordinary astrophysical processes. More than half of the 496 sources in the new census are active galaxies, where matter falling into a supermassive black hole powers jets that spray out particles at nearly the speed of light.

Only about 10 percent of the known sources lie within our own galaxy. They include rapidly rotating neutron stars called pulsars, the expanding debris from supernova explosions, and in a few cases, binary systems containing massive stars.

More than a third of the sources are completely unknown, having no identified counterpart detected in other parts of the spectrum. With the new catalog, astronomers will be able to compare the behavior of different sources across a wider span of gamma-ray energies for the first time.

Just as bright infrared sources may fade to invisibility in the ultraviolet, some of the gamma-ray sources above 1 GeV vanish completely when viewed at higher, or "harder," energies.

One example is the well-known radio galaxy NGC 1275, which is a bright, isolated source below 10 GeV. At higher energies it fades appreciably and another nearby source begins to appear. Above 100 GeV, NGC 1275 becomes undetectable by Fermi, while the new source, the radio galaxy IC 310, shines brightly.

The Fermi hard-source list is the product of an international team led by Pascal Fortin at the Ecole Polytechnique's Laboratoire Leprince-Ringuet in Palaiseau, France, and David Paneque at the Max Planck Institute for Physics in Munich.

The catalog serves as an important roadmap for ground-based facilities called Atmospheric Cherenkov Telescopes, which have amassed about 130 gamma-ray sources with energies above 100 GeV. They include the Major Atmospheric Gamma Imaging Cherenkov telescope (MAGIC) on La Palma in the Canary Islands, the Very Energetic Radiation Imaging Telescope Array System (VERITAS) in Arizona, and the High Energy Stereoscopic System (H.E.S.S.) in Namibia.

"Our catalog will have a significant impact on ground-based facilities' work by pointing them to the most likely places to find gamma-ray sources emitting above 100 GeV," Paneque said.

Compared to Fermi's LAT, these ground-based observatories have much smaller fields of view. They also make fewer observations because they cannot operate during daytime, bad weather or a full moon.

"As Fermi's exposure constantly improves our view of hard sources, ground-based telescopes are becoming more sensitive to lower-energy gamma rays, allowing us to bridge these two energy regimes," Fortin added.

The most notable change within the DNC?s gusher is the gradual decline of the ?flip-flop? charge, and the emergence of a ?Mitt Romney will say anything to get elected? theme. That new pitch comes packaged with a pen-and-ink drawing from the 1989 John Cusack teen-throb movie ?Say Anything.?

The new theme is intended to help Democrats combine their discordant claims that Romney is a populist flip-flopper and also an out-of-touch elitist.

Huntsman was cited in just one message, but only because he too was criticizing Romney. The DNC email cited Huntsman?s criticism ? ?We became the top job creator in the country. Mitt in Massachusetts was number 47? ? but didn?t venture anything negative about the second Mormon in the race for the GOP presidential nomination.

The flood of emails mentioned Rep. Ron Paul only once, with the DNC passing on a Florida newspaper?s claim?that Paul, Santorum and Romney were all ?very extreme? on immigration issues. The DNC did not explain which candidates were merely ?extreme? on urging implementation of existing immigration law.
